Raymond Koa
Raymond Koa is a highly experienced civil engineering professional with more than 30 years of expertise in project management, infrastructure development, geotechnical engineering, building assessment both in the Public and Private Sectors. He has led and managed large-scale infrastructure projects across Singapore, overseeing the full project lifecycle from conceptual planning and design through construction, commissioning, and handover.
Raymond served as Principal Project Manager at JTC Corporation, where he was responsible for major infrastructure developments on Jurong Island and Woodlands, managing projects collectively valued at hundreds of millions of dollars. His career also includes positions with the Building and Construction Authority (BCA), GBAD Services, SMM Pte Ltd, Jurong Consultants, and JTC Corporation.
Throughout his career, Raymond has built extensive expertise in infrastructure planning, roads, drainage, sewerage systems, pumping stations, geotechnical investigations, building assessment, and construction management from conceptual planning to implementation. He has also contributed to the advancement of Singapore’s engineering standards through his participation in technical committees and task forces responsible for developing National Standards related to concrete specifications, assessment, testing, and precast construction.
Raymond holds a Master of Science in Geotechnical Engineering, a Master of Science in Civil Engineering from the National University of Singapore, a Bachelor of Engineering (Civil) from Nanyang Technological University, and a Graduate Diploma in Financial Management from the Singapore Institute of Management.
His combination of technical depth, strategic project leadership, and public-sector experience brings valuable governance, engineering, and infrastructure expertise to the Board.

Alex Amon
Director, Mentorship & Technical Programmes.
Alex Amon has more than 25 years of experience in industrial automation and engineering. Throughout his career, he has worked on major projects across Singapore and Southeast Asia, supporting industries in critical infrastructure such as water treatment, manufacturing, and transport systems, as well as paper, cement and minerals.
His expertise includes automation technologies such as SCADA, DCS, and PLC systems, as well as managing projects from design and implementation through to testing and commissioning. This broad industry experience gives him a strong understanding of how engineering solutions are applied in real-world environments.
At Hands On Tech, Alex believes that mentorship plays an important role in shaping future engineers. He is committed to guiding youths not only in technical skills but also in developing the professionalism, discipline, and communication skills needed for long-term career success.
He holds a Bachelor’s degree in Electrical Engineering and is a certified Project Management Professional (PMP), bringing both technical expertise and leadership experience to the programmes he supports.
